DISTRICT RURAL DEVELOPMENT AGENCY

District Rural Development Agency Kurukshetra was established in March, 1979 for implementation of poverty alleviation schemes in the district. Since then the DRDA Kurukshetra has won many strides in implementation of various poverty alleviation, employment generation and developmental programs. Achievements under various schemes during the year 1999-2000 are given as under:-

 

SWARANJAYANTI GRAM SWAROJGAR YOJNA (SGSY)

The Swaranjayanti Gram Swarojgar Yojna (SGSY) has been introduced by the Government of India w.e.f. 1.4.1999 by replacing erstwhile IRDP, TRYSEM, DWCRA etc. The program is meant for families living below poverty line i.e. having annual family income upto Rs.24302/-. Financial assistance for setting up of self employment venture loans with subsidy are provided to individual beneficiaries as well as to groups formed under Self Help Groups of 10-20 persons. Under this scheme total funds available during the year 1999-2000 were at Rs.110.42 lac out of which at sum of Rs.96.20 lac are utilised. A sum of Rs. 70.45 lac has been provided to 858 swarojgaries with a Bank credit of Rs.323.31 lac.

 

FINANCIAL ASSISTANCE FOR RURAL HOUSING:

       i.            INDIRA AWAAS YOJNA (NEW CONSTRUCTION)

A financial assistance of Rs.20000/- is provided to families living below poverty line who are houseless or having katcha house, for construction of one room with kitchen and low cost rural sanitary unit. Priority is given to widows, SCs etc. During the year 1999-2000 financial assistance has been provided for construction of 321 houses at Rs.75.30 lac.

 

     ii.            INDIRA AWAAS YOJNA (UPGRADATION):

From the year 1999-2000, the Government has made a provision that 20% of funds available under Indira Awaas Yojna be utilised for assistance towards upgradation of houses in rural areas. Families living below poverty line, which needs upgradation of their katcha or semi pucca house, are provided financial help upto Rs.10000/- under this scheme. During the year 1999-2000 a sum of Rs.12.28 lac was available with DRDA Kurukshetra, out of which a sum of Rs.11.70 lac has been spent for upgradation of 171 houses.

 

  iii.            CREDIT-CUM-SUBSIDY SCHEME:

Families having income upto Rs.32000/- per annum and have plot for construction of houses and require financial assistance, Government of India has launched a scheme for providing credit with subsidy upto Rs.40000/-. Out of this loan, there is subsidy upto Rs.10000/-. The loan is to be repayed by them in easy installments to Banks. A sum of Rs.2.70 lac has been released as subsidy in favour of 27 families for construction of houses.

 

 

JAWAHAR GRAM SAMIRIDHI YOJNA:

Government of India has introduced Jawahar Gram Samridhi Yojna by making some modifications in erstwhile Jawahar Rojgar Yojna w.e.f. 1.4.1999. The primary objective of this scheme is to strengthen Panchayati Raj System at Panchayat Level by providing financial help to them for creation of durable assets at village level and to create opportunities for sustainable wage employment for the people of village. Government made a sum of Rs.82.94 lac available to this district which was distributed amongst Gram Panchayats on the basis of their population. Out of which, they have spent a sum of Rs.74.07 lac by generating 52870 mandays.

 

EMPLOYMENT ASSURANCE SCHEME:

To ensure the strengthening the Panchayati Raj Institutions and to give more financial freedom to Zila Parishad and Panchayat Samities some changes have been introduced in this scheme w.e.f. 1.4.1999. 70% of total available funds is released to Panchayat Samities and 30% is kept at the disposal of Zila Parishad for implementation of developmental schemes and to achieve the basic objective of the scheme i.e. the creation of additional manual wage employment opportunities. Under Employment Scheme against available funds at Rs.104.79 lac a sum of Rs.92.91 lac has been utilised for creation of 17000 mandays.

 

NATIONAL SOCIAL ASSISTANCE PROGRAMME :

i) NATIONAL FAMILY BENEFIT SCHEME

Under this scheme, on the death of breadwinner of the family living below poverty line there is a provision of financial assistance of Rs.10000/- to the legal heir of the deceased. A sum of Rs.2.13 lac has been provided to 36 families towards financial assistance during the year 1999-2000.

 

ii) NATIONAL OLD AGE PENSION SCHEME:  

A sum of Rs.75/- per month is provided to the old age persons of 65+ of B.P.L. family in rural area towards old age pension. Total 1501 person of target group were identified during the year and a sum of Rs.14.33 lac has been spent in releasing regular pension to these persons.

 

iii) NATIONAL MATERINARY BENEFIT SCHEME:

Under this scheme pregnant mothers belong to BPL families are provided financial assistance upto Rs.500/- at the time of birth of first two children. A sum of Rs.3.41 lac has been spent during the year 1999-2000 for financial assistance to 676 women.

 

OTHER DEVELOPMENTAL SCHEMES LIKE MPLAD/ DECENTRALISED PLAN SCHEMES:

For over all development of the area, a sum of Rs.112.97 lac in MP Local Area Development Scheme and Rs.59.11 lac in Decentralised plan scheme has been spent during the year 1999-2000.

 

INTEGRATED RURAL ENERGY PROGRAMME (IREP)

Energy is one of the important ingredient of the human being. Energy production is indicators of a country’s economical progress. Domestic agriculture and industrial developments are not possible without adequate and reasonable priced supply of energy. Sun is believed to the source of all forms of energy, whether it is renewable or non-renewable source of energy.

The Integrated rural Energy Program is being implemented in this district in two blocks namely Thanesar (since 1989-90) and Shahabad (since 1995-96). During the financial year 1999-2000 an amount of Rs.7.93 lac has been incurred for the distribution of Solar Lantern, Solar Domestic Light, Solar Street Light, Solar Domestic Light-cum-Fan, Solar Bio-gas, etc. The present rates of the Solar Devices are as below:-
