DISTRICT URBAN DEVELOPMENT AGENCY
District
Urban Development Agency, Kurukshetra is in existence from Dec.1989. Since
1989-90 up to Nov.1997 Nehru Rozgar Yojana was implemented through this agency.
From Dec.1997 Swarna Jayanti Shahari Rozgar Yojana is in existence to provide
gainful employment to the urban unemployed or underemployed poor through
encouraging the setting up of self-employment ventures or provision of wage
employment. The funding system in this scheme is on 75:25 basis between the
Center and the State.
The Swarna Jayanti Shahari Rozgar
Yojana consists of two special programs
1.The Urban Self Employment
Programme (USEP)
2.The Urban Wage Employment
Programme (UWEP)
1. Urban Self Employment Programme (USEP)
(A) Self employment through
setting up Micro-enterprises
This
scheme encourages underemployed and unemployed urban youth to set up small
enterprises relating to servicing, petty business and manufacturing. To avoid
duplication with Prime Minister's Rozgar Yojana (PMRY) this component provides
assistance to below poverty line beneficiaries who have got education up to
ninth standard. The maximum unit cost is Rs.50000/- and maximum subsidy is 15%
of the project cost subject to a limit of Rs.7500/-. The beneficiary is
required to contribute 5% of the project cost as margin money. The age limit is
between 18 years to 55 years.
During
1999-2000, 104 beneficiaries were provided subsidy amounting Rs.3.26 lacs to
set various types of units. Out of 104 beneficiaries 29 was of S.C category and
37 were of women category beneficiaries.
(B) Skill development through
training
In this
component training is provided to urban poor in a variety of service and
manufacturing trades as well as local skills and local crafts so that they can
set up self employment ventures or secure salaried employment. There is no bar
of educational qualification. The age limit is between 18 years to 35 years.
Total training days for skill upgradation training may vary from minimum two
months to six months subject to minimum 300 hours training and total
expenditure not exceeding Rs.2000/- per trainee. During 1999-2000, 54
beneficiaries were given training in computer, beautician & tailoring
trades. Out of 54 trainees 36 were of S.C category and 49 were of women
category. The total expenditure was Rs.1.04 lacs.
(C) Development for women and children in
urban area(DWCUA)
This
component is only for urban poor women who decide to set up self-employment
ventures in a group. The group should consist of at least 10 urban poor women.
The group/society is entitled to a subsidy of Rs.1.25 lacs or 50% of project
cost. DWCUA group sets itself up as a Thrift & Credit Society in addition
to its group activity. The group/Thrift & Credit Society is entitled to a
lump sum grant of Rs. 25000/- as revolving fund at the rate of Rs.1000/-
maximum per member after completion of one year. Last year two groups were
formed.
2. Urban Wage Employment
Programme (UWEP)
This
programme is to provide wage employment to the beneficiaries living below
poverty line within the jurisdiction of urban local bodies by utilising their
labour for construction of socially and economically useful public assets. The
material labour ratio for works under this programme is maintained at 60:40.
During 1999-2000, Rs.2.69 lacs was spent on works for construction of streets.
In
SJSRY, community structure is also one component through which community
centers will be constructed to provide facilities to community.
